To turn off the water both to your house and to the rest of your property, look for the main valve just to the house side of your water meter, which is normally out by the street. Turn it clockwise until it stops; this valve should be completely open or completely closed - not used to control amount of flow.
As with electricity and gas that may pose a hazard when shutting off - due to electrical shock and explosion, shutting off your water meter is quite safe.
